State Council encourages software and integrated circuit industry

On the 12th, Premier Wen Jiabao chaired a State Council executive meeting to study and deploy policies and measures to further encourage the development of the software industry and the integrated circuit industry.
The meeting pointed out that the software industry and the integrated circuit industry are strategic emerging industries of the country and are important foundations for national economic and social informationization. In recent years, the rapid development of China's software industry and integrated circuit industry, the rapid expansion of industrial scale, and significant improvement in the level of technology has effectively promoted the national informatization and economic and social development. However, compared with the international advanced level, the development foundation of China's software industry and integrated circuit industry is still weak, and the enterprise's technological innovation and self-development ability are not strong, and the level of application and development needs to be improved.
In order to encourage the development of the software industry and the integrated circuit industry, the meeting identified the following policy measures:
(I) Strengthen investment and financing support. The central budget will invest in supporting the technological progress and technological transformation projects of qualified IC companies. Encourage and support enterprises to reorganize cross-regional mergers and acquisitions and strengthen industrial resource integration. Guide the establishment of equity or venture capital funds, and actively promote the use of intellectual property and other intangible assets to carry out loan pledges to broaden the company's financing channels.
(b) Increase support for research and development. We will give play to the guiding role of major national science and technology projects, vigorously support the research and development of major key technologies in software and integrated circuits, and accelerate the industrialization and application of proprietary intellectual property technologies. Encourage enterprises to establish a strategic alliance for industrial technology innovation that combines production, research and application.
(c) Implement tax incentives. Continue to implement the preferential policies for value-added tax on software products, and provide business tax and income tax concessions to qualified enterprises.
(d) Strengthen personnel training and introduction. Improve the incentive mechanism for R&D personnel. Strengthen the construction of software engineering and microelectronics in colleges and universities, encourage qualified universities and integrated circuit companies to jointly establish microelectronics colleges, and support the establishment of a comprehensive training and practice base for school-industry integration. Accelerate the introduction of overseas high-level talents.
(5) Strictly implement the intellectual property protection system for software and integrated circuits, and crack down on all types of infringements according to law. Further promote the legalization of software, fully implement the policies and measures adopted by government agencies to use genuine software, and vigorously guide enterprises and the public to use genuine software. Support enterprises to apply for intellectual property abroad in accordance with the law.
(6) Strengthen market guidance and standardize market order. Strengthen anti-monopoly work and create a favorable environment for industrial development. Safeguard the legitimate rights and interests of consumers. Improve import and export support policies. The meeting demanded that all regions and relevant departments should attach great importance to it, strengthen organizational leadership and coordination, and quickly formulate detailed implementation rules and supporting measures, and effectively implement it.
