Shandong Integrated Circuit Design Industry Technology Innovation Strategic Alliance Established

In order to integrate the technological innovation resources of the integrated circuit industry and upgrade the overall technological level of the integrated circuit industry, this morning, the strategic alliance for technological innovation of the integrated circuit design industry in Shandong Province was formally established. Shandong Provincial Science and Technology Department Director Lu Ning attended the opening ceremony and unveiled the license.

Integrated circuits are the core and soul of the information and communications industry, and the integrated circuit design industry is the leader of the integrated circuit industry. According to reports, Shandong Province will develop integrated circuit design industry as an entry point and vigorously develop integrated circuit products with independent intellectual property rights. This will effectively promote the technological innovation of the integrated circuit industry in Shandong Province and the formation of an integrated circuit industry chain to promote Shandong Province lays the foundation for the core competitiveness of the ICT industry.

In recent years, Shandong Province has attached great importance to technological innovation in the IC design industry and has issued a series of documents encouraging the development of the IC industry. In December 2006, the Ministry of Science and Technology, the Ministry of Commerce, the Ministry of Industry and Information Technology and Shandong Province jointly established the "National Information and Communication International Innovation Park", which listed the development of the integrated circuit industry as a key task. In October 2008, the Ministry of Science and Technology approved the construction of the “National Integrated Circuit Design Jinan Industrialization Base”, Jinan Base became the eighth national integrated circuit design industrialization base; in November 2008, the Shandong Provincial Government promoted “National Information and Communications International” "Innovation Park" construction, approved the establishment of "Shandong Institute of Information and Communications Technology", the establishment of the "Office of Shandong Institute of Information and Communication Technology Management Center" level. The provincial government takes out 50 million yuan each year for the construction of public R&D service platforms such as integrated circuit design and the introduction of talent teams. At present, the integrated circuit design platform has invested a total of 35 million yuan to build a VIP studio for the innovation team, equipped with world-class integrated circuit EDA tool software and high-end workstations, and has built a fully-equipped training center and testing laboratory. Alliance member units use this platform to carry out their work.

Wang Dengqi, chairman of the Alliance, told reporters that the promotion of the establishment of an integrated circuit strategic alliance is an important measure to deepen the reform of the science and technology system, strengthen the integration of production, learning and research, and promote the construction of a technological innovation system. The alliance will focus on the technological innovation needs of the IC industry in the country and Shandong province, with the goal of improving the company’s ability for continuous innovation and forming the core competitiveness of the industry. With the enterprise as the main body, the alliance will focus on the continuous innovation chain of industrial technology and use the market mechanism to gather innovation resources. To promote the effective integration of enterprises, universities and scientific research institutions at the strategic level, jointly breaking the technological bottleneck that restricts the development of the integrated circuit industry in Shandong Province, and promoting the technological progress of the integrated circuit industry and the overall competitiveness of the industry.
