During the “Eleventh Five-Year Plan” period from 2005 to 2010, China’s IC industry accumulation effect began to become prominent. The integrated circuit industry in the Yangtze River Delta, Beijing-Tianjin-Hebei Bohai and Pan-Pearl River Delta continued to maintain rapid development, and five national IC industry Parks and eight integrated circuit design industrialization bases have become more obvious in their aggregation and leading role.

In 2010, the top 10 design companies’ enterprises have doubled their levels in 2005 and there are two manufacturing companies’ sales revenues exceeding RMB 10 billion. During the "12th Five-Year Plan" period, China's integrated circuit industry is facing the following five major trends:
I. The rise of strategic emerging industries has injected new impetus into industrial development. The combination of multi-technology and multi-application brought about by the rapid development of strategic emerging industries represented by energy conservation and environmental protection, high-end equipment manufacturing, new generation information technology, and bio-industry The new integrated circuit industry emerged. Such as network communications chips, automotive electronics, LED, machine tool electronics, consumer electronics, biochips, IGBTs, microelectronics materials, and industrial control chips.

Third, the global integrated circuit industry continues to undergo profound changes in the competitive landscape. All countries and regions are accelerating the development of the integrated circuit industry as a strategic commanding point to seize emerging industries. Intel, Samsung, Texas Instruments, TSMC and other companies have accelerated the introduction of advanced technology, accelerated the integration of resources, and strengthened the control capabilities of the core links of the industry chain and the ability to integrate upstream and downstream. For example, Intel to invest $ 7 billion research and development of 32-nanometer process, Global Foundry for $ 1.8 billion acquisition of Singapore's Chartered Semiconductor and so on.
IV. The appearance of the Google-Arm model poses a challenge to the “WinTel system” and is based on ARM’s CUP core. Embedded processors already account for more than 75% of total market sales. Based on commercial IP cores, Apple has designed and produced the iPhone4 and iPad core chips by using OEM methods. The development of system-level chips, nano-scale processing, and high-density packaging combined with hardware and software puts higher requirements on IC companies' ability to integrate upstream and downstream industries and build industrial ecosystems.
V. The implementation of the new policy creates a more favorable environment for industrial development. The “Circular of the State Council on Printing and Distributing Certain Policies to Further Encourage the Development of the Software Industry and Integrated Circuit Industry” has further increased the support for the integrated circuit industry and expanded the scope of support. Policies cover all aspects of the industry chain, and the industrial development environment will be further optimized.
Yan Shijing said that China’s integrated circuit industry’s “Twelfth Five-Year Plan” important task is to concentrate its resources on integrating resources and breaking through a batch of common key technologies and major products, focusing on SoC design, nano-scale manufacturing processes, advanced packaging and testing, and advanced equipment. Key technologies for common links in various links of the industrial chain, such as instruments and materials, and the deployment of a number of major product projects;

Guided chip design companies and machine manufacturers to strengthen cooperation, to upgrade the whole machine to promote the effective research and development of chip design, chip design innovation to provide overall system competitiveness.
He said that by 2015, China’s integrated circuit industry will achieve a total output of over 150 billion yuan in major economic indicators, and sales revenue will reach 330 billion yuan, with an average annual growth rate of 18%.
In the adjustment of the industry structure, the proportion of the design industry has been increased to about one-third, and the proportion of the manufacturing and packaging industry has accounted for about two-thirds of the total. There are 5-10 design companies that have received more than 2 billion yuan in revenue, 1-2 manufacturers that have exceeded 20 billion yuan, and 2-3 companies that have collected more than 7 billion yuan.
In terms of technological innovation, the chip design industry has 22 nanometer technology and its own product reaches 30%.
In the chip manufacturing industry, it can produce 12-inch, 32-nanometer, 28-nanometer-introduced technology, and master the characteristics of the process.
In the packaging and testing industry, new packaging and testing technologies such as CSP, MCP, SiP, and 3D have been improved.
In terms of equipment, instruments and materials, key equipment has reached 12-inch and 32-nanometer technology levels, and key materials have reached volume production.
